Genotypes and Phenotypes.

 It makes sense that selection acts on phenotypes because evolution doesn't "care" what's happening unless it's something that can be seen. For example, if a mutation occurred that didn't change any phenotypes then there would be nothing to select for...



However, if there was a mutation that changed the phenotype then there would be something to select for...
